Wheeling Council Eyes Major Upgrade for Elm Grove Pickleball Courts – Here’s What’s at Stake

Resurfacing Patterson Pickleball Courts: Wheeling City Council is set to meet at 5:30 p.m. today at the City-County Building, 1500 Chapline Street, to consider new legislation. One of the key items on the agenda is the resurfacing of the Patterson Pickleball Courts in Elm Grove. The council will review an ordinance that would approve spending $35,002 for the project.

Resurfacing the Patterson Pickleball Courts

The ordinance proposes hiring Semper Fi Paving LLC of Bridgeport to resurface the courts. The $35,002 cost would be funded through federal pandemic relief money from the American Rescue Plan Act.

Semper Fi Paving submitted the lowest bid for the job, significantly lower than the other bids. Kelly Paving’s bid was $100,361, while Cast & Baker bid $154,862.

Other City Business on the Agenda

Council members will also consider a contract for grass cutting services at Stone Church Cemetery, Peninsula Cemetery, and Mt. Wood Cemetery. Top Notch Landscaping and Supply LLC, based in Wheeling, is the only bidder for this work, with a contract worth $67,275 for nine cuts at each cemetery.

Another ordinance up for review is the approval of $210,962 from the Arena Restricted Capital Improvement Project (RCIP) fund to the Greater Wheeling Sports and Entertainment Authority. This money will be used for a new steel rigging system at WesBanco Arena, which will help with events that need large equipment suspended above the stage.

Other Ordinances and Issues

The council will also hear an ordinance about allocating $3,160 from the West Virginia opioid settlement funds to WTRF for a public education campaign on opioid use prevention.

Additionally, a final reading for financing storm sewer system improvements through the city’s Water Pollution Control Division will take place, authorizing up to $3 million in revenue bonds. A related ordinance for a $27,000 rental contract for damaged equipment at the division will also be discussed.
