3M Dollar Tucker Pickleball Project Halted After Resident Uncovers Contractor License Concerns

Tucker Pickleball Project Halted: Tucker Mayor Frank Auman removed a $3 million pickleball court proposal from the May 12 city council meeting agenda after a resident questioned the contractor’s license. The plan was paused to allow the city to review the contractor’s qualifications and explore other solutions.

Resident Flags Contractor’s License

The City of Tucker planned to vote on a contract with Complete Site LLC to build new pickleball courts. The project was to include six dedicated and six shared-use courts. It also proposed better parking and stormwater control at the recreation center.

However, licensed contractor and Tucker resident Lyle Collins raised concerns about the company’s qualifications. He sent an email to Mayor Frank Auman and the city council.

“Included in Complete Site LLC’s Bid’s submittal, a copy of a Utility Manager license and a Utility Contractor license was provided,” Lyle Collins wrote.

“This license is not a General Contractor license in the state of Georgia. A Utility Contractor license is managed by an entirely different entity, the Georgia State Board of Utility Contractors, whereas General Contractor licenses are managed by the State Licensing Board for Residential and Commercial Contractors.” – (Collins)

Bid Contained Another Company’s License

Lyle Collins also claimed that Complete Site LLC added a general contractor license from a different company in their bid. “I believe that the Mayor and City Council should not even consider this proposed contractor for the TRC project,” he said in his email.

“I further ask how the city staff is presenting an apparently unqualified company as the contractor for this large project.” – (Collins)

Mayor Takes Action Following Concerns

After local news outlet Decaturish asked the city about the concerns on the morning of Friday, May 9, the city responded by the afternoon. Mayor Frank Auman removed the item from the meeting agenda.

“This decision follows a resident’s inquiry, prompting the city to undertake additional due diligence regarding the qualifications of the proposed contractor for court construction.” – (Tucker city spokesperson)

“Additionally, this allows for further exploration of alternative sound mitigation solutions and funding strategies to ensure successful project completion within the Fiscal Year 26 budget.” – (Tucker city spokesperson)

What Happens Next

The city has not said when or if the pickleball project will return to the agenda. It is now reviewing the contractor’s qualifications and exploring other ways to complete the project. The delay could affect when the courts are built and how the city manages stormwater and noise in the area.
