Spillman Park Pickleball Courts Proposal: Construction on the new Culpeper Community Pool is on schedule, with completion expected by October 1, according to Parks and Recreation Director Andrew Hardy. Meanwhile, a proposal to add pickleball courts at Spillman Park has been introduced but faces concerns about cost.
Pool Project Progress
The $5.35 million pool is being built beside the county fieldhouse by Taft Construction with aquatics work led by Olympia Pools. All concrete work has been finished. A delay occurred earlier due to fiber line relocation, which also added costs.
Andrew Hardy said the pool “sits exceptionally nicely in its footprint at the sports complex.” He expects the facility to be winterized after construction, with a public opening scheduled for April 2026.
Funding and Cost Concerns
Culpeper County Board Chairman Paul Bates expressed concern about the project’s $355,000 overrun, noting the original budget was $5 million. He also raised objections to nearly $200,000 in water and sewer tap fees.
“I hope we can get it worked out,” Paul Bates said.
Andrew Hardy explained that a third-party assessment showed the town was under-charging and that town leaders said they were limited in waiving fees. He also reminded the committee that the town had already donated $5 million from federal pandemic funds.
East Fairfax District Supervisor David Lee asked about the risk of future overruns. Andrew Hardy responded, “With this project, I am extremely proud to say the county has done an excellent job managing it. Being so far along with the project now, I don’t see any major issues coming up.”
Proposal for Pickleball Courts
The committee also reviewed a plan for four new pickleball courts at Spillman Park in Jeffersonton. The $355,000 project would also include a trail system and parking area, similar to Mountain Run Lake Park.
David Lee praised the idea, saying, “I think it will be a terrific addition out there. I applaud the development, especially on that end of the county where things will continue to grow.”
However, Paul Bates opposed moving forward immediately, citing the county’s many future needs. The committee forwarded the proposal without recommendation, leaving the full board to decide.
Looking Ahead
If completed, the pool and pickleball courts would expand recreation options for Culpeper residents. While the pool is on track to open in 2026, the future of the Spillman Park project depends on further board discussions and funding decisions.
