New Sound Analysis Findings
The 68-page report, completed by PSM Consulting, reviewed three possible court sites: Tucker Recreation Center, Henderson Park, and Rosenfeld Park. The study found that Henderson Park would not need extra noise control. It also advised against using the current design for Rosenfeld Park.
If the city chooses the Tucker Recreation Center, the report recommends adding taller noise barriers than earlier plans suggested. It also suggests fewer courts and changing their layout to limit noise for nearby Morgan Road residents.
Background of the Debate
On June 9, the council voted to order this second sound analysis after months of debate over placing the courts at the recreation center. At the same meeting, a split council decided to rebid the project.
Opponents of the recreation center site had rejected the results of a previous Arpeggio LLC study, which called for a noise barrier. They argued the first study was flawed and presented their own competing analysis that challenged Arpeggio’s findings.

The council will use the new PSM Consulting report to decide how to move forward with the pickleball court project. The findings may influence whether the courts are built, where they are located, and what sound controls will be required.
