MLB Eyes Prediction Markets Partnership to Boost Integrity

Major League Baseball (MLB) is exploring a partnership with prediction markets to enhance its integrity measures, Commissioner Rob Manfred announced on Thursday in Palm Beach, Florida. This potential collaboration aims to strengthen MLB’s connection to sports betting oversight amid ongoing federal investigations involving Cleveland Guardians pitchers accused of manipulating pitches for wagering gains.

MLB owners recently received briefings during their quarterly meetings about the prospect of working with Polymarket and Kalshi, two federally regulated prediction markets offering a wide scope of wagering options, including sports. Through its existing relationships with sports gambling companies, MLB has accessed data linking Guardians pitchers Emmanuel Clase and Luis Ortiz to suspicious betting patterns last year, which led to their arrests.

“We thought it was important for the owners to be updated on why prediction markets are different than sports betting — why we might want to consider being in be business with prediction markets in an effort to protect our integrity, to get the kind of protections we need,”

Manfred explained.

“The regulatory framework, very different. Obviously state by state on the sports betting side, federal on the other.”

Regulatory Landscape and MLB’s Motivation for Partnering

While sports betting regulation varies by state, prediction markets fall under the oversight of the Commodity Futures Trading Commission (CFTC). Despite this federal regulation, New York Attorney General Letitia James recently issued a consumer warning describing prediction markets as “unregulated gambling” that could violate state laws and present “significant financial risk” for participants.

Manfred highlighted the opportunity for MLB to collaborate directly with prediction markets to implement stronger integrity safeguards.

“There’s obviously an opportunity to work with the markets themselves to get the kind of integrity protections you want,”

he stated.

Background on the Pitch-Rigging Investigation Involving Guardians Pitchers

Filing documents reveal that Emmanuel Clase’s involvement in the pitch-rigging scheme—where he allegedly threw intentional first pitches for bettors—was more extensive than initially reported. According to court papers from Ortiz’s attorney, Clase’s alleged betting-related activities span at least 48 games over a two-year period starting in 2023.

When asked why MLB or its integrity partners did not identify these irregularities sooner, Manfred responded,

“Sometimes it takes time for those patterns to become clear.”
