The Houston Texans have revealed new details about their upcoming headquarters within the Toro District, an expansive mixed-use development expected to boost the local economy by around $34 billion. Located in the Bridgeland community near Cypress and Katy in northwest Harris County, this project aims to transform the region while providing a new home base for the team by 2029.
Named after the Texans’ mascot, the Toro District spans 83 acres and represents a collaboration between Harris County, the Houston Texans, and developer Howard Hughes Communities. Harris County Commissioners Lesley Briones and Tom Ramsey emphasized that this initiative will generate over 17,000 jobs and significantly enhance community infrastructure.
Location and Growth Prospects Driving the Project
The site for the Toro District is situated west of the Grand Parkway, off Peek Road, chosen strategically due to anticipated population growth in northwest Harris County. Officials predict the population in this area will climb by nearly 40% within the next 25 years, making it an ideal spot for long-term development and investment.
Infrastructure Investments and Financial Details
While the overall investment amount has not been publicly disclosed, officials confirmed that no taxpayer funds will be used to build the Texans’ facilities themselves. Instead, public money will support infrastructure such as roads, drainage systems, and a community services hub within the district. This approach balances private investment with county-supported improvements necessary to accommodate the growing population and expected traffic.

Benefits for Local Education and Workforce Development
The project promises significant educational and career opportunities for nearby communities. Harris County leaders highlighted partnerships with Cy-Fair ISD, Waller ISD, and Lone Star College to create internship programs and structured career pathways. These initiatives aim to prepare students for high-demand roles, especially within sports-related fields.
The Toro District is a transformational win for Harris County — a bold vision delivered through action,
Lesley Briones stated.
As a former teacher, I’m especially proud that students from Cy-Fair ISD, Waller ISD and Lone Star College will gain hands-on experience and direct pathways into high-demand careers.
– Lesley Briones, Harris County Commissioner
Students in these districts will have access to internships and specialized programs designed to enhance practical skills and foster entry into the workforce upon completion of the development.

Enhancing Community Services and Amenities
Tom Ramsey emphasized the wide-ranging improvements this development will bring to local infrastructure and services. The plan includes new county facilities, important road expansions, and recreational amenities to support the population surge expected in the region.
For us, this means expanding access to services with a county annex outside of the 610 Loop, jumpstarting critical roadway extensions like Mason Road and Peek Road, hike and bike trails, park developments … planning for growth from day one,
Ramsey explained.
As if that wasn’t good enough — partnering with the Houston Texans will solidify this area as a destination for sports, entertainment, and economic growth.
– Tom Ramsey, Harris County Commissioner
Details of the Texans Headquarters and Mixed-Use Spaces
The Houston Texans’ new headquarters will feature 175,000 square feet dedicated to football operations alongside administrative offices. Additionally, the complex will offer three outdoor NFL training fields and an indoor fieldhouse designed to accommodate nearly 16,000 attendees, suitable for events such as school graduations.
The broader mixed-use district will also include substantial office, retail, healthcare, hospitality, and residential spaces designed to create a vibrant community hub:
- 1 million square feet of office space
- 300,000 square feet of retail and dining establishments
- 250,000 square feet devoted to regional healthcare and sports medicine
- Two hotels totaling 300 rooms
- 1,300 multifamily residential units
Current Texans Operations and Future Outlook
Currently, the Texans operate out of NRG Park in south Houston, about 40 miles from the new site, with a lease at NRG Stadium lasting through 2032. The prevailing model of maintaining offices and practice facilities at the stadium complex is unusual within the NFL. Team CEO Cal McNair has expressed that this setup is unsustainable over time and highlighted the benefits the move will bring.
This facility will give our players and coaches a true competitive advantage and position them for sustained success,
McNair said.
It also underscores our long-term commitment to Harris County and our dedication to driving growth and opportunity throughout the region.
– Cal McNair, Houston Texans CEO
The Toro District exemplifies a transformative strategy to expand the team’s footprint while boosting the local economy and community well-being.
