Houston Texans Unveil $34B Toro District in Houston

On February 25, 2026, the Houston Texans, in partnership with Harris County and Howard Hughes Communities™, revealed plans for Toro District™, an 83-acre sports and entertainment complex situated in Bridgeland®, Northwest Harris County. Positioned in Bridgeland Central®, the urban core west of Grand Parkway near Peek Road, this ambitious development is projected to generate roughly $34 billion in long-term economic impact and create more than 17,000 jobs throughout the region.

The centerpiece of the project will be the Texans’ new headquarters, encompassing over 175,000 square feet and serving as the central hub for both Football and Business Operations. The facility will feature an indoor fieldhouse, capable of hosting approximately 16,000 attendees, and three outdoor NFL training fields. The fieldhouse is designed to double as a versatile venue for public and private events, ranging from community meetings and graduations to prominent NFL occasions and national programming.

Details of the Texans’ New Headquarters and Athletic Complex

The Texans’ new headquarters aims to be a cutting-edge environment supporting elevated training capabilities and year-round preparation. Outdoor and indoor training facilities will accommodate the team’s players and coaches with state-of-the-art resources. Beyond professional football use, the complex’s community-focused design promotes youth sports participation and educational collaboration.

Toro District’s recreational components include multiple flag football fields alongside the headquarters and room for up to 21 volleyball courts. These additions emphasize the Texans’ initiative to broaden access to athletic opportunities for athletes across a variety of ages and skill levels.

Comprehensive Mixed-Use Development Planned Alongside Texans’ Facilities

In addition to the Texans’ headquarters and athletic spaces, Toro District encompasses nearly two million square feet of walkable, mixed-use development. The project features:

  • One million square feet designated for premium office spaces
  • 300,000 square feet allocated for retail stores and restaurants
  • 250,000 square feet focused on regional healthcare and sports medicine
  • Two hotels offering a total of 300 rooms
  • 1,300 multifamily residential units

Since announcing Toro District, Howard Hughes Communities has noted a surge in leasing interest and plans to disclose tenant details in the upcoming months, signaling rapid development progress and strong market demand.

Leadership Perspectives on Toro District’s Impact and Vision

Toro District will be a world-class environment for everyone connected to our organization,

said Cal McNair, Chair and CEO of the Texans.

We’re incorporating best practices from around the world while staying authentically Texans—ensuring that competitive excellence and community impact remain at the center of everything we do. This facility will give our players and coaches a true competitive advantage and position them for sustained success. It also underscores our long-term commitment to Harris County and our dedication to driving growth and opportunity throughout the region. This is a historic win for our team and our community.

At Howard Hughes, we believe communities are built over decades — not development cycles,

remarked David O’Reilly, CEO of Howard Hughes.

Toro District reflects what’s possible when long-term vision, disciplined planning, and strong public-private partnership come together. The Texans are planting a lasting flag in Bridgeland, reinforcing their commitment to this region. Together, we are creating opportunities that strengthen infrastructure, expand access to services, and deliver lasting benefits for the families and businesses who call Northwest Houston home. This is growth by design, and it will shape this community for generations.

The Toro District is a transformational win for Harris County — a bold vision delivered through action,

expressed Commissioner Lesley Briones, Harris County Precinct 4.

This public-private partnership is bringing 17,000 new jobs, $34 million in economic impact, and essential County services and infrastructure to one of the fastest-growing areas in the nation. As a former teacher, I’m especially proud that students from Cy-Fair ISD, Waller ISD, and Lone Star College will gain hands-on experience and direct pathways into high-demand careers. As a Texans Fan, I am thrilled we are keeping our team in Harris County. This collaboration proves what’s possible when we lead with a focus on the future.

By bringing Harris County in as a partner, we made sure this development would work for the residents,

added Commissioner Tom Ramsey, Harris County Precinct 3.

For us, that means expanding access to services with a county annex outside of the 610 loop, jumpstarting critical roadway extensions like Mason Road and Peek Road, hike and bike trails, park developments—all this culminating into my favorite thing as a licensed professional engineer—planning for growth the right way from day one. As if that wasn’t good enough – partnering with the Houston Texans will solidify this area as a destination for sports, entertainment, and economic growth. This is a historic investment in northwest Harris County, and a true commitment to improving quality of life for our residents.

Additional Infrastructure and Community Amenities Included in Toro District

A 25,000-square-foot Harris County annex is planned within the district to extend essential county services to Northwest Houston’s expanding population. The development will also integrate six parks and provide 5,000 parking spaces to support the influx of visitors and district activities.

Development firm Gensler, renowned worldwide for architecture and planning, leads Toro District’s master planning design. Howard Hughes Communities carries responsibility for leasing management, with the entire project expected to be complete by 2029. The Houston Texans will engage in the development through an affiliate, further reinforcing the team’s active role in shaping the district’s future.
