Teodors Bļugers was born on August 15, 1994, in Riga, Latvia, to parents Valentīns Bļugers and Jana Bļugere. Bļugers attended the International School of Latvia before moving to the United States to further his hockey career at Shattuck-Saint Mary’s in Minnesota. At Shattuck-Saint Mary’s, Bļugers played from 2009 to 2012, helping the team secure a USA Hockey national U18 title and a 2011 Bauer/NIT tournament title.
