The race for the Republican nomination in Illinois’ 13th Congressional District features Jeff Wilson and Joshua Loyd vying to challenge either incumbent Democrat Nikki Budzinski or her primary opponent Dylan Blaha in the upcoming general election. Both candidates recently participated in a forum held in Edwardsville, discussing key issues that define their campaigns and the district’s future.
Joshua Loyd, who previously ran against Budzinski in 2024, and Jeff Wilson, a Champaign County Board member, bring distinct backgrounds and views as they seek the GOP endorsement and position to contend for the congressional seat.
Joshua Loyd’s Background and Policy Focus
Joshua Loyd of Virden is a Southern Illinois native and West Point graduate with military service experience. Married to another West Point alumnus, he has been active in political circles as a Republican precinct committeeman and has worked on various campaigns. Loyd’s campaign emphasizes practical policies addressing local economic challenges, education, energy, and environmental balance.
He identifies critical issues through what he terms the “Three E’s”: education, energy, and the economy. Loyd stresses concern for younger generations struggling with career opportunities, affordable housing, and healthcare costs. He states,
“I’m running because I see my generation as being left behind. Many in my generation are having a hard time finding satisfying careers, we are having a hard time finding affordable homes, and many of my generation are also complaining about the cost of health care and being able to afford the standard of living within our economy.”
Loyd also highlights the struggles many older Americans face despite decades of work:
“If an individual has worked for the last 30, 40 years of their life, yet they are still struggling to make ends meet, that should not occur.”
He expresses a commitment to community service, drawing on his military background:

“I served in uniform, and now out of uniform, I want to continue serving and continue giving back.”
Education and Energy Policies in Loyd’s Platform
Addressing education, Loyd points to a concerning number of Illinois children who lack basic skills in reading, writing, and math, noting the impact this deficit has on their ability to pursue higher education successfully.
“Those are our children, our grandchildren,”
he emphasized, underlining the importance of preparing future generations.
On energy, which he describes as a cornerstone of Illinois’ economy, Loyd recognizes the state’s significant energy production but notes its continued reliance on imports, particularly from Canada. He confronts misinformation surrounding the topic of data centers and energy consumption, acknowledging environmental concerns such as water and pollutant impacts.
“There are definitely pros and cons, you know, whether it be water consumption or energy consumption or pollutants in the environment,”
he said, reflecting the complexity of balancing growth with sustainability.
Loyd advocates reducing energy costs in Illinois, emphasizing their influence on manufacturing competitiveness:
“So we need to bring down the cost of energy, especially here in Illinois, because energy is the number one factor when it comes to our economy, because energy is what drives how cheap we can manufacture our products.”
Economic Challenges and Views on Government Spending
Loyd critiques what he calls excessive taxation and inefficient government spending. He called government financial practices “very lazy” and criticized both his Republican opponent and the incumbent Democrat Nikki Budzinski, stating,
“She’s not really connected with the American people. She’s connected with the political establishment.”
His economic vision prioritizes reducing the tax burden to help lower overall costs.
Jeff Wilson’s Experience and Conservative Vision
Jeff Wilson, of Champaign, brings a different expertise with a mechanical engineering bachelor’s degree and a master’s in nuclear engineering. A retired professional and current member of the Champaign County Board, he highlights his military service aboard nuclear submarines and his technical knowledge as part of his leadership qualifications.
Wilson expresses a deep connection to Illinois and conservative principles:
“I’m running because I love Illinois, this great country, and the core conservative values that represent the heartland of America,”
he said, lamenting the lack of such values in current congressional representation.
Wilson’s Key Issues: Immigration, Economy, and Governance
Prominent among Wilson’s priorities are securing borders, revitalizing the economy, combating crime and corruption, and improving education and healthcare. Addressing illegal immigration, he said,
“Illinois is hurt by illegal immigration and Chicago’s bad economic and social policies…I fully support the enforcement of our national immigration laws. We can be a welcoming nation and still insist on order, security, and adherence to our laws.”
Wilson regards economic recovery as essential following what he terms the “devastation” caused by previous administrations. He supports creating more jobs and diverse opportunities within Illinois by advancing energy independence through nuclear power and expanding coal and natural gas options that are clean and reliable. He explained,
“We need significantly more jobs and opportunities here in Illinois…I fully support energy independence with more clean, reliable nuclear power and expanding clean coal and natural gas solutions.”
Promoting Local Workforce and Combating Corruption
Wilson advocates for strengthening workforce development and affordable housing initiatives alongside championing farmers, small businesses, and families. He presents himself as a practical problem solver, combining technical expertise with local government experience:
“As a conservative leader, I bring together technical expertise and hands-on local government experience to tackle complex policy challenges while staying grounded in the everyday concerns of families, workers, and small business owners throughout the district.”
He expresses concern over district boundaries, blaming extensive gerrymandering for diluting conservative representation. Apart from immigration and economic growth, Wilson aims to enhance affordability and fight corruption. Quoting government estimates, he stated,
“The Government Accountability Office estimates up to $521 billion per year in theft…I will fight for transparency, accountability, and recovery.”
Criticism of Incumbent and Campaign Commitments
Wilson strongly criticizes Budzinski’s tenure, accusing her of prioritizing “radical left-wing agendas” over economic progress.
“She has consistently voted against legislation aimed at boosting the economy and creating affordability,”
including opposing bills such as the One Big Beautiful Bill Act, he said. Identifying as a “pro-life, pro-Second Amendment, constitutional conservative,” Wilson emphasizes representing the district’s hardworking constituents, including families, veterans, farmers, and business owners.
He said,
“This district is home to families, farmers, workers, veterans, students, business owners and professionals, the backbone of our country, men and women who work hard, play by the rules and deserve a fair shot at the American dream. I will fight for that dream every day.”
Implications for Illinois’ 13th District and Next Steps
The contest between Wilson and Loyd highlights the ideological and policy differences within the Illinois Republican Party as candidates prepare to face the Democratic nominee in a district marked by economic and social challenges. With the current incumbent focusing on a progressive agenda and the GOP candidates emphasizing conservatism, energy independence, economic revitalization, and secure borders, voters will soon choose who will best represent their interests in Congress.
Given the ongoing debates over education, energy policy, economic recovery, and government accountability, the primary winner is expected to carry significant influence in shaping the direction of the district’s future policies. As the campaign unfolds, attention remains on how effectively either candidate can address voter concerns and unify support across the district’s communities.
