Devon Witherspoon was born on December 11, 2000, in Pensacola, Florida. He attended Pine Forest High School, where he initially focused on basketball before transitioning to football in his junior year. During his senior year in 2018, he earned recognition as the Pensacola News Journal Defensive Player of the Year, recording 74 tackles, seven interceptions, and two touchdowns. His impressive high school performance led him to commit to play college football at the University of Illinois Urbana-Champaign.

Witherspoon began his college career at Illinois in 2019, becoming the only true freshman to start on defense for the Fighting Illini. He played in every game that season, making 33 tackles.
