Milner was drafted by the Washington Nationals in the 44th round of the 2009 Major League Baseball draft but chose to attend college instead. After his junior year at the University of Texas, he was selected by the Philadelphia Phillies in the seventh round of the 2012 MLB draft. He made his professional debut in 2012 with the Low-A Williamsport Crosscutters, where he had a successful start to his career, accumulating a 7-3 record and a 2.50 ERA across two teams in his first season.

Milner converted from an over-the-top delivery to a sidearm delivery during the 2015 season, which helped him improve his performance. In 2016, he pitched for the Triple-A Lehigh Valley IronPigs and Reading, achieving a 5-4 record and a 2.49 ERA in 49 games.

Milner made his MLB debut on June 24, 2017, after being called up to the Philadelphia Phillies. He pitched one inning against the Arizona Diamondbacks, allowing one run.
